HB2064 Prompt Pay Premium Discount Program Pool Premium Discount Program: HB 2064 (81st Legislature) created a premium discount subsidy program designed to assist Pool enrollees whose household incomes are at or below 300% of the federal poverty level. This program will be funded by a share of the penalties owed to medical providers, such as hospitals and physicians, by HMOs and Insurers, pursuant to Sections 843.342 & 1301.137 of the Insurance Code. The premium subsidies will be provided to eligible enrollees effective January 1, 2011.

II. Pool Assessment LINKS:The Texas Health Insurance Pool is the state’s HIPAA mechanism and the insurer of last resort for Texans unable to obtain individual health insurance due to their pre-existing medical conditions or other qualifying criteria. The Pool may assess “health benefit plan issuers” pursuant to Chapter 1506 of the Texas Insurance Code. The Pool has developed reporting forms that will be used to collect the 2009 data necessary to determine the 2009 Regular Assessment and the 2010 Interim Assessment. Both the Covered Lives Reporting Form and the HEALTH BENEFIT PLAN PREMIUMS REPORTING FORM must be completed and returned by the due date, and include all supporting documentation required.
